Do you mean that you want to focus on massaging nurses specifically?
You could definitely go to all the neaby nursing schools. During their breaks, you could give 5 - 10 mins free chair massages, and have business cards nearby so they can grab them.
Check with each hospital and find out where you can post, or if you can also give massages there. Nurses probably belong to a certain union or group, so there too.
Nursing magazines, newspaper ads, and those thrifty saver newspaper ads.
Doctors with private practices also have nurses there!

Hand out 5 gift certificates redeemable for a free massage. Word of mouth will have your business booming in no time. Also, send them some Krispy Kreme donuts with your flyers stapled to the box, or hand them out in the hospital cafeteria.
