The postal code is specific for each area , for example Heliopolis has several postal codes as :
11341 , 11351 , 11361 . . . . a.s.o.
So the previous answers were about the telephone code No. of Cairo .

002 is Egypt's code
02 is Cairo's (only used before land lines. You should not use it before a cell phone number. Calling a cell phone when you are abroad requires you only to dial Egypt's code number (002) and then the cell phone number straight away).
