I was at college at NEWI in Connahs Quay, North Wales in the 80's and somebody there had developed a Welsh version of BASIC. I haven't a clue if it ever became available commercially, but it definitely existed for a while.

I haven't heard of one. However, be warned that if you do make one, you will probably not have a wide audience, English is an international language, the one you pick might not be. Also, do you know how long it will take you to build a language, or even how to build one? That said, depending on the language, I may be interested.
