I guess it would depend on what kind of cuisine you and your date enjoy.

I'd say T.G.I. Fridays, Applebees and Chili's would be good places to eat at on a budget. While they're not fancy, I, personally, always find them enjoyable and the food decent at those places.

Or if you don't want to do a chain restaurant, I recommend The Green Lantern in McFarland. It's a restaurant and bar just a few minutes south of Madison. They have a smoking and non-smoking section. If you sit in the non-smoking dining area, you can get a table next to a big window overlooking Lake Waubesa, which I always find quite nice. If you prefer the smoking section, you can sit in a dining area with 2 big aquariums with some cool fish to watch. If you go at night, I believe they have candles on the tables, which can make it kind of romantic, if you're into that.
To get to McFarland (and I'm sorry if you already know this), go south on HWY 51 (Stoughton Rd.) until you see the McFarland sign. Take the Sigglekow Rd. exit (on the right) and turn right at the stop sign. Keep going forward and there's no way you could miss The Green Lantern...it's right at the end of the road when you can't go any further.
