Salem -- an hour from everything...
No, I'd aim for the college towns. Ashland (home of Southern Oregon University is a really beautiful town).
So is Corvallis, home of Oregon State University. There are others, as well, which I can't testify to, since I've never been in long enough to look at.
Eugene is also nice, from what I hear (University of Oregon's home), but it's also the third biggest city, so if you're looking for small towns, you may not find it there.

Portland, its very beautiful and has loads of things to do. The eastern part of the state really has nothing its just open land. Bend is also very nice but not as good as Portland.
