Just to add, it may be your firewall, 80% of the Wi-Fi errors are caused from a Firewall on your PC. If you have one, try lowering the security settings temporarily, or consider turning it off completely during gameplay.
If you have ZoneAlarm, the official Nintendo site says that it will not work at all with it and that it must be uninstalled, however, I simply lower my Internet Zone security status to 'Medium' before playing and it works fine.

I'm not familar with WiFi setup, but I know there is a differance between public and private. You might see if you can find a setup guide for WiFi on the internet, but making your WiFi public will give anyone with WiFi access to your connection. To test the system take the DS to a location with free WiFi (Like IHOP) and try connecting the DS (with a game like Animal Crossing) to their network, the instructions are inside the game manual and on Nintendo's WiFi website, if it wont connect its a problem with the system.
