I have known this guy since 1ST grade. Him and I are really close friends. A lot of people know that I sort of like him. He's really nice and fun to be around. But lately things are begining to get kind of awkard. Worst of all some of my "friends" tease me about it since he's our elementary schools art teachers son. I'm almost 13 and I've known him for almost 8 years! What should I do?! And I don't really want to make the first move. Oh and yes he is approved.

Let's pick this one apart... first on the matter of how long you have known him, that is awesome! You two really click and that is really important to have people in you life like that. Be watchful of the little things, they turn out to be the most important.
So far as your friends teasing him goes, that is lame on their part. Remember, teasing between friends is a way to laugh at something TOGETHER. Teasing others to oust them, is just mean, so you may want to examine those friends.
The awkward feelings are because you cant bring the two things together, your friendship with him and your expectations [partly because of what you see from how others around you treat him]. To get beyond this I would say that you need to set everyone in perspective, see what value they all are to you. Once you have that in order, proper order, then importance will be assigned automaticly. Dont let someone else bully your heart's decisions.
Now, getting it across to him. It may take some time, but really, you are young, so there is time, even if you dont feel there is. Take the round about course, go to someone he trusts and get that person to tell him that you two would make a good pairing. Sometimes is best to come from a 3rd party.
