I'm not entirely sure but I can see that there is a greed factor here. More people = more tax revenue.

It's a catch 22 situation. There is a good and bad side to it. Here's an example.
The Government of Germany has created a new law that went into effect on Jan 01 2007 that gives 2/3 full wage benefits, plus extended daycare and healthcare, to the parent of ANY new Baby born starting this year. The goal is to INCREASE the DECLINING population of Germany. They currently have 80,000,000 people, and are expecting to go down by 10,000.000 in the next 20 years, based on the declining birtrhrate.
This is detremental to the country to lose this number of people, because: Remember, the young pay for the old in taxes and other fees. Economy is based on GROWTH.....It reminds me of a pyramid scheme! The bottom line is, if growth declines, so does monitary supplements and contributions that help to run the country, along with lining the ever present pockets of the Rich!
Now, the really scarey part is that Germany is not the only country facing this situation. Israel comes to mind, also. But in Israel, it's only the Jewish population that is declining.......which brings me to the point I want to make.....
The Palestinian population is increasing. All of the pooper, less educated people in the world are the ones that are increasing in numbers......The educated, middle classes and above, are declining in numbers because it's just Too difficult for them to have substantially larger families in this day and age. They just can't swing it! We know that from what's happening in our country. Prices are always going up, and people raising families are, USUALLY, the hardest hit.......
The poop people of the world have a completely different meaning of what life is supposed to be, and therefore, a completely different set of values and standards that they live by. What's important to them, is not necessairily what's important to us.....Too bad George Busch didn't know that before he invaded Iraq........

I don't see why less people would mean greater standard of living...
imho more people = more collaboration -> more ideas -> more inventions -> higher scale production opportunities -> more for everybody for less money...
etc etc
And there's still plenty of room to house our breed... (especially in the USA) So why limit the number of humans? Where's the downside? lol

What is the government going to do? Pull a china and tell you that one kid is the limit? You have the right to procreate - it's a natural right, not a government given one, so they can't take it away. If they could, then I would pull for the castration of rapists and child molesters.
