Not for long. As the vehicle sinks, the external pressure quickly increases until the door cannot be opened against it. Take a deep breath and open or kick out a window. When adequate water is inside the vehicle, the door will open.

not until the car is almost completely filled with water. the best thing not to do is substitute the car for a boat. if a car does manage to head for water deeper than 6 feet is to roll down a window or break it out before the water level reaches the top of the door.
