It was done by a different production company than Eon films. Thus, the Broccoli people who produced all the other Bond films were not involved in this one.
It was a remake of Thunderball, and the original writer of that film made Never Say Never Again because he was unhappy with how Thunderball was made. So he took it in his own hands. His name is Kevin something.

the creators of the franchise say that wasn't really ajames bond film or some mess . So that is way it wasn't included it was seperate film that had james bond in it. There are alot of spin -off type of show s and movies that use the character from one movie to start the story of another movie etc .....

It wasn't an official Bond film - it was like the silly David Niven one of many moons ago! Think it was to prove a point that Connery would do the role again if enough money was put up!
