Yes you can drive as fast as you want.

You can go to Youtube.com and watch videos of people in cars going like 140 and 160 in their cars.

It is regulated. There are speed limits.

But the cops don't really care, because they wont be able to catch you.

It is regulated. Not just in some places, there's actually a default speed limit for all places where the speed limit is not posted. The difference, however, is that in these "default" limit areas, there are rarely police, and even then the police rarely enforce the speed limits.

The risk, however, is that you'll get into an accident. Excessive speed in germany can not only mean losing your driving privelages, but some insurance companies state that if you're in an accident going over a certain speed (about 95 mph) that your insurance won't cover it.

There are also areas posted with lower speed limits, and in these areas the speed limit IS enforced (if not by patrol cars then by speed cameras that get you a ticket sent in the mail). Also, weather is a factor, because you'll often find that the speed limit changes based on weather (there are special signs which tell the limits for when it's raining or snowy).

The German Autobahn has speed limits in certain areas but in all it depends on your car! If the polizie deams your car to be a junk and you are driving too fast they will stop you but in most cases unless you are driving like an idiot more likely not. Germans go through an intense drivers training before they are allowed to get a license and it cost about 2000 D-mark or about the same in Euro. It is an experience you'll NEVER forget !!!!!!!!!!

there are parts that are unrestricted. I have driven on the autobahn but never on a part that did not have a speed limit. Much like the states, speed limits are just a suggestion until you get caught. If you are doing 100 MPH / 180 KPH you will still get passed with ease.

Well I was there last year, and when we drove witha friend on the bahn he was doing 80km/hr or faster-- and lots of people were passing us like lightning....

so maybe some areas are regulated: deinfitely streets are,
but for the most part the bahn may not be....

You know, maybe we were going so fast I couldnt spot any speed limit signs ;)

Yes, you can drive as fast as your heart and engine can muster...as long as its resonable enough for the conditions and weather of the road (they do monitor that, they don't want someone running at 200 MPH's when its raining *duh public safety at that point). But keep this in mind, you dont see ALL people driving like maniacs because they know if you are found to be the cause of a crash, fender bender, or scrape due to speeding they loose their driving priveleges in germany, permanetly. (ouch)
