The 24-hour clock is often called here, Military Time based on a 24 hour clock. That is why one doesn't have to say AM -or PM!

Most European countries us the 24-hour time format! In my line of work I use the 24-hour standard for Complete Documentation.

Well here it's 16:24 see the link for how time was developed to sey specifically what time it is.

Other than an Atomic clock and Big Ben I would say the bigest influence on what time it is, is the sun which gives the planet earth it's 24 hour rotation.

It's such and such a time because of mainly the Egyptians who invented the 2x12 hour concept so the basic design of time
and then the British by the virtue of being the first to understand time in it's global context in relation to sail.
Hence Greenwich mean time that determines the time of the whole world.

When you say 14:15 hrs. it is 2:15 in the afternoon. With 12:00 hrs. being twelve o'clock noon, 13:00 hrs., being 1:00 in the afternoon, and so on---all the way up to 24:00 hrs. which would be midnight. Enjoy your day!

If iIt was 1415 where you were then it was quarter of an hour past 2. If you want to know the time in UTC or GMT then you'll have to add or subtract the houirs that you location is in advance of or behind GMT. (UTC is the same, French equivalent)
