I have several people connecting over the internet using terminal services to our 2003 server. If they open Microsoft Outlook in a Terminal Services session, the junk mail filter cannot be used to get rid of the junk mail. Why not, and can I make this work?

You might try using SpamBayes instead. I can see where Outlook's junk mail filter might get confused because it's not as profile-centric as some filters are.
