How can you make a picture you found on the web into a poster?

I need to make a pic i found on the web int oposter form what program can i use to get into a poster that i can just print

The real problem is on the Internet the image size/resolution is to small to have on a poster.
you can download the image and re-size larger but when you get above 200% you will notice the output being bitty.
Otherwise I would suggest Word or Open Office version.
I also like Smartdraw .
