Your ground source could be the ground point of the chassis of an electronic instrument, ie TV or Radio, as the chassis is negatively charged, and is a good source for ground.

Another choice, would be to drive a metal rod into the earth outside your window, and run a wire in to what you want to discharge.

Keep in mind that calling something positively charged is just an opinion and where you learned electronics. Simple answer is to bring it in contact with its opposite polarity with a load between.
