well the cooler works by removing the heat from the water basically what it does is compresses the water then expands it and thus cools it and the heat escapes through the coolant..
the compressor works like this.
when the compressor compresse at the same temp.
the presure increases and on expansion it cools by losing some heat klike latent heat.
so it cools the water.
and as the melting point is defined as when the surface pressure is equal to the liquid pressure of the liquid it cools

It works just like your refrigerator or air conditioner. The principal is a quality of gases that they gain heat as they are compressed and lose it as they expand low boiling point gases (those that are gases at room temperature) use a compressor to compress the gas into a liquid. This liquid is pumped into the low pressure cooling coils that surround the inside of the refrigerator, or cooler. They expand and take up heat which passes to radiant coils and fins and the heat is radiated into the environment. There usually is a small tank to hold water around the cooling coil
in your cooler. On the type coolers that take bottled water the tank is visible you can lift the bottle and look down into this tank.

It depeends on the model of water dispenser and the temperature of the water you put in. Your question isn't specific enough.
