3 deuces is three carbuerators mounted on the intake manifold.

The three carbs each have 2 jets. Thus "Three" (meaning three carbs) "deuces" (2 barrel carbuerators.)

In the days before fuel injection was perfected, the way to get better horsepower out of many engines was to put multiple carbuerators on them.

Three 2-barrel carbs. Popular when gas was a quarter a gallon. Even then, unless you were racing, you usually just had one pair hooked up.
