Depends exactly on how cold you mean. In temperate areas where it gets cold but not under freezing their metabolism will simply slow down and they may enter what is basically a state of hibernation until the temperature goes back up. In areas where there is actually frost some mosquitos will lay their eggs in ponds and they will overwinter at that stage and hatch when it gets warmer. In others however the female mosquito tries to find a sheltered area (ex: under a log, a burrow, under the siding of a house), their metabolism slows down because of the cold and they spend winter winter there, When spring arrives they go out in search of food (blood) so they can lay eggs and start the cycle again.

As usual, it depends on the kind of animal. Some
mosquitoes overwinter as dormant eggs, others
spend the winter in the larval stage in water, still
others may overwinter in sheltered areas as
adults. I was once in a cave in the winter time and
found many mosquitoes sheltering there. The
temperature in a cave is at the annual average
temperature of the region, whatever that is. This
is normally above freezing, sometimes by quite
a bit, around fifty degrees, for example.

Anopheles mosquitoes need warm damp places for breeding so they come out when it is warm
all types of mosquitoes need warm places for breeding.
