Good luck, My Brother in Law just got the city here to buy his house because a storm drain located under his garage, has flooded his house over 10 years ago, and he just now got his way. He didn't use a lawyer, he just went to so many town hall meetings and complained so much they got sick of him and they knew he was right. The mayor's office changed hands about a year ago and then things began to happen.

As a rule you buy insurance to cover your loses in a case like this.

When pipes break it is considered an act of God. Not negligence.

You sue if some one was negligent.

Be glad they gave you this much & check you home owners insurance. Even they have limits to what you can claim as a lose.

You would need to discuss your case with a lawyer. If the lawyer agrees you have a case, it would be put before a judge, who would determine whether or not the suit should go forward.
