Part of it is genetics, most of it is related to nurture and in part to determination. The majority of newborns have the potential to be much more intelligent as adults than most adults are. From that initial potential, one can develop the capacity (nurture intelligence and ability) or suppress it (what you call dumb).
A simple analogy would be a garden. Plant 10 identical seeds from the same packet in the same soil. Treated equally, they will still produce some variation in the characteristics of the adult plants. That represents the genetic variables.
10 more of the same seeds planted in properly fertilized soil and carefully maintained and protected will produce plants that also vary (the genetics) but as a group this 10 will be much stronger, healthier and more productive than the first 10. That's the difference that results when a quality nurturing environment is present.
Last- Humans think and imagine; plants do not. Regardless of the other factors, some humans will find a spark inside themselves, a hunger to grow and will set their sights higher than others. Those persons will work harder to obtain goals- such as acquiring knowledge and skill, being exceptional in whatever they do. That is the determination factor. Determination can overcome poor nurturing, and lack of it can waste good nurturing. This is why exceptional people can come from poor beginings, and others can start with everything and still be failures.
There is a lot of choice involved. Choices by parents, choice by you. Most people make poor choices. Few will accept the responsibility for them. Bottom line is that you are the most important factor in determining who you become.

intelligence and a lack thereof are actually based on a bell curve. IQ tests are set up so that the majority of people will always be the average, and the higher your score is the more above average you are, where as the lower it is, the more below average you are. The tests are reconstructed every few years so that the average score remains 100. Because there is a range in intelligence (and performance on tests), there will always be a range in scores.
As for the cause of this variation, it stems partly from nature and partly from how a person is raised. Intelligence is a subjective measure, because some people are extremely intelligent in one domain and less knowledgeable in another. What you view as intelligent is going to change who you view as intelligent. For example, do you view a person with lots of money and power as intelligent? Or is someone who has given a lot to their community smarter? Are athletes intelligent because of how they are able to control their bodies, or are musicians smarter? It is, much like beauty, in the eye of the beholder.

Some "dumb" people can raise their level of intelligence by education, exercising their brain. Those that can and don't are dumb!
Some people are intellectually challenged and do not learn and retain as easily.
Most people will find an area or field which is so interesting for them they may learn and function very well within that particular field. They may then find learning and informing themselves in a broader sense is possible too.
Use your brain to your best advantage.

Matter is the substance we are composed from, it is time specific mixture of energy and void aka empty space. In live people this matter is set in a system that being the person they are, please note that no point in all the universe is also another point and the same, every point is indeed a separate and unique identiy in its own right in every point of time from pre-time to post-time, end of time and present time, the quad or tetragram of time, which composes the symphony the energy and void interact within ie, past, present, future, eternal. So in the events some are blessed more with better grey matter, although often they do not percieve the equality of the person who is not so blessed being blind to the factor of totality, ie the eternal oneness of the whole organism of all , past, present, future, and eternal being supreme. In any regards the ones with superior design and masses of grey matter that are supported in the semi disconnected internal oneness Identity of the creature God are often self rated as superior by them selves but in the wholeness of the creature God everysingle energy and void is absolute his most treasured and all share alike good and evil through the course of his cycles.
