The cheapest one I can recommend is this one: mix some oatmeal (not the instant or "quick" kind) with milk and add just enough honey to help it all kind of stick together (it can be gooey) then proceed to wash and rinse your face really well. The oatmeal is a good exfoliant, the honey helps remove bacteria and the milk acts as a toner, calming your face. Don't be surprised it you have to work with it a few times to get the consistency you like the best. (My sister swears by it!)

Watered down alcohol rub is brillent and cheap. But be careful with any product for your face always try a small area first so that you do not end up with spots that you do not want or worse skin infections

Put tomatoes on your face and leave it there for 10-15 mins and then rinse. Tomatoes are really good astringents. :)
