The two above have got it right. the vehicle Tyre's are used as swings, they're tied to the trees usually, and then children start swinging the tyre by pumping their legs by moving them back and forth so that the swing moves higher and higher.

"Pump his legs" means moving his legs so the tire swing moves. When little kids first get on a swing, Mom or Dad or someone has to push them. Eventually, they "learn to pump" for themselves.
