I think you are confused your statement "belief without evidence" in most religious systems, for example Christians it takes 3 kinda debunking your statement, witnesses are required in most other religions as well. Communism is not based on religion its based on the "people", ever how warped, but that was not your question, I think you are eluding to the US court systems , in it you have rules of evidance and 12 people making the decision of gult or innocents. those 12 people are making the decision not the goverment. There's an example or two to look at. Communist china during the "great struggle", Stalinist Russia, The Spanih Inquisition. Trials in court were merely a formality in all of these systems.
