It depends on if you're looking at it from a general view, culturally, or physically.

Years ago I met a woman from Brazil, her name was Helga and with that name you would think she looked like a "Helga" She was absolutely beautiful! I asked her if all the women in Brazil were as beautiful as her, she said oh no! They are much better!

I find beauty in all people. But, I guess from a larger perspective many people do find some not attractive/beautiful. If, we look at it from the latter point then they are not all beautiful as in every place on Earth.
