You should find a vet, and even if he is not in your area, call him or e-mail him pictures for him to diagnose it. He might have an eye infection, or the other turtle may have scratched his eye. Just try to keep his water consistently clean. I am providing you with a website that has the causes of aquatic turtle eye problems.

Mentioning that your turtles are cold-blooded is a bit odd- being reptiles, ALL turtles are cold blooded. You also say it is the 'right temp' and etc.

The right temp is 75-80F, the right tank size is at least 10 gallons of swimming space per linear inch of turtle, and the right diet would be a mix of good pellets and 'fish foods' like bugs, worms, small fish, beef heart, shrimp, etc.

Vit. A deficiency is a common diagnosis, and this link explains some others: http://www.austinsturtlepage.com/Care/medeyes.htm

I am assuming your aquatic turtles are red eared sliders because the problem sounds very much like one of the problems that happens so often with red eared sliders. I have had this problem with my red eared sliders before. The turtles need special lighting called UVB/UVA they need this light 12 hours. You need to start giving your turtle higher doses of minerals and vitamins regular turtle food does'nt have enough vitamins and minerals in it to sustain them in a glass aqaurium with no natural sunlight. Do not put your tank in a window because you could over heat the turtles and they could die very quickly.

you will need to dry him off for this ,but it is a vitiamaine defiency if you can look for zoo med turtle eye wash two drops over each eye (NOT IN TO THE EYE) and then one drop in the mouth. That will help as this product contains minor medication nothing toxic and a high dose of B3 you will need to do this for about a week .

if you email me telling me what area you are in I can tell you where your nearest vet is who deals with the species.
You don't mention which species of turtle it is now what diet you are giving, or which vitamins, how big the tank is etc.

Most vets care about all types of animals and I am sure that they can give you the advice that you need. Try ringing around see what they say.

call the vet back and let him/her do the research for you. They are the professional you are paying to help you.
Contact where you got them from and ask.
Good luck
