Yes. I have a friend who is deaf, he drives himself to and from work.

Of course, and very good drivers they are too. Deafness makes them more aware and alert at all times. Never heard of a deaf person causing a crash

Yes, I dont see why they should be said that they cant drive. As to drive one is require to watch and see carefully and operate the vehicle accordingly.
He does not need anything to hear before controlling over the car :)

I think so.
You would only need to hear the beeping of other people's horns - that's as much sound that is involved in driving.

yes they are def not blind and contrary to popular belief listening to the radio while talking on the cellphone is not a prerequisit for driving.

i can not see why not
you do not need to be able to hear any thing to drive
people with out legs can drive so why not
