Let's start with defining conservative. There are fiscal conservatives and social conservatives. These are two entirely different animals. Bush is a social conservative. Social conservatives believe in family values, anti-abortion, anti-gay marriage, etc.
Bush is not a fiscal conservative nor are his supporters. He believes in deficit spending and bigger government. This make him a fiscal liberal.
Fiscal conservatives believe in a balanced budget and a streamlined government.
In answer to your question. Social conservatives can give a rat's behind about collecting enough taxes to balance the budget. They will continue to offer tax payers reduced taxes and run a deficit in order to stay in power to forward their agenda on social order.
A fiscal conservative will want to collect more taxes to balance the budget and at the same time reduce the size of government.

You obviously have not been paying attention to the last two days of the 110th Congress. Yesterday, both sides debated Title IV, http://thomas.loc.gov/cgi-bin/query/F?c110:1:./temp/~c110hzu2Xo:e21993:, Fiscal Responsibility.

The Democrats want to stop the borrow and spend policies of the Republicans and go with a pay-as-you-go system instead. The Republicans are OK with this, but only if it has provisions to limit spending so taxes WILL NOT be raised. The Republicans lost, oh well, it looks like we are going to have more new and exciting taxes. Thanks everyone who voted Democrat.
