Because it's better for them if the US has an enemy. It keeps the masses in a state of fear and willing to vote for a party that says they'll keep them safe (while they lower taxes for the rich, provide massive corporate welfare for big oil, chip away at our civil rights and get us into a war that has nothing to do with keeping us safe).
