Because they never had a plan from the beginning.
Look at whats going on now, Bush appointed a Navy Admiral to oversea ground troops, this is reserved for the Army or Marines, nothing is making sense.

1st off, the question is inconsistant w/reality. You need to have a perspective of history to frame the future. WW2 ended in 1945 & we are still in Japan & Germany. The Korean war ended in 1953 & we are still in Korea.Today they are all democracies & our allies. It took 11 yrs + to ratify our Constitution. It will take 30 to 40 yrs for democracy to be a way of life in the middle east. I won't be around then (I'm 71) but George W Bush will be revered as one of our greatest Presidents for being instrumental in that. One cannot eat an elephant in one gulp but one bite at a time!
