I got this from the Samsung web site:

Can I Assign MP3's As Ringtones On My SGH-d407?

Yes, to Assign a previously Downloaded MP3 file as a Ring Tone, on the SGH-D407 handset, follow the steps below:

1. While in standby mode, press the left soft key for Menu
2. Select Settings (9)
3. Select Sound Settings (1)
4. Select Incoming Call (1)
5. Select Shop Ring Tones, to download new MP3 files, using the WAP browser
6. Select Ring Tone, to choose from the following MP3 downloads:
7. Downloaded Sounds, for previously downloaded MP3 files
8. Favorite Sounds, for MP3 files previously saved to the favorite sounds folder
9. Press the left soft key for Select to choose from the downloaded MP3 files
10. Press the left soft key for Select to select the MP3 file as the ring tone
11. Press the left soft key to Save the ring tone changes

So to put a mp3 that you made or added to your phone for free, just follow the directions above. You can also use ringtones in the following formats: AMR, SMAF, MIDI, SP-MIDI and iMelody.
So as long as you can download from your phone, there are many free ringtones just waiting for you to snag them.

If you have a means to transfer ring tones from your computer to your cellular phone you can create a free account at www.zedge.net and download free ring tones, wallpapers and themes there as well as a limited selection of free games and applications. I download new wallpapers and themes there about once a week.

As for me, if you have a music editing software like cool edit, I'll get my favourite tunes and trim the portion of the song I like and download it to my mobile phone.
