In a solution any chemical element or compound is spread evenly all through the solvent. So when two of them happen to be dissolved in the same solvent, the contact is at its highest.
Furthermore, some (but not all) chemical compounds ionize (split into positive and negative ions) in a solution, which makes them even more likely to attract other ions and react with them.
By the way "solution" is not a state, but a condition. The different "states" are gaseous, liquid and solid.

As there is higher kinetic energy in liquid state than solid, chemicals have a higher chance of coming in contact with other chemicals in liquid state than in solid state.

Because it the solid state there are little or no mobile molecules or atoms to move around and react due to the tight bonds solids have, while in liquids or gases the molecules and/or atoms are free to move around because the they not packed together like those in solids.
