They do. Dave Schools of Widespread Panic (the original Panic band) plays a number of bass solos. He is a true master of the bass as well!
There are more bass solos in Jazz, particularly improvisational jazz.
The bass is a rhythm instrument. it takes quite a player to pull off a bass solo. Further, the bassist has to get past the egos of the guitarist and the vocalist to be able to fit a solo into a song.
so.. yes.. there are bass solos.. just not enough of 'em!
For a really great bass solo, listen to Widespread Panic's "Hatfield" on the Everyday album. a classic.,

Electric guitars are are based on scale length. I'll try to keep this as simple as I can: A bass is more difficult to play because there is more distance between the frets. However, there are shorter scale basses as well as shorter scale guitars. You should go to a music store like Guitar Center and try out some guitars. If you're just beginning, then I would recommend the Daisy Rock Guitar line.
