but the game i want to play asks for V 3.0
my card is Radeon 9600 pro

It is part of the video card, you need a card that supports DirectX 9.0c to get version 3. The only way of fixing this problem in your case is with a new video card. If you need help picking out a new one, email me and I can help you, but there is no software download to correct this problem, you need a new card.
