Just tell them. What can they do. They should be happy for you. I would be engaged before announcing marriage anyway...duhhh. This only makes sense though.
I'm sure they must have met your girlfriend before you got engaged...right? If not, why not? tell them you have decided you want to be with that person the rest of your life and you are CONSIDERING asking her to marry you and see their reaction. It's YOUR life anyway though. No matter what they say.

Over dinner with your spouse on the table with you, oh and with good food and strong wine if this is not good news to them. As for the when, the sooner the better. DON'T do it a day or two before the actual ceremony. Best of luck

I take it since he didn't ask their permission / blessings that they don't especially love the guy or there is some rift?

The holidays when everyone is together would have been the best time.

I would take a special trip to visit them with your fiancee and tell them. Tell them as soon as possible.

Just sit down and be honest with them, the both of you. Once you've decided to get married, you should tell your parents before they hear it from someone else.

Try to find how they informed their parents.

Think of a number of situations and imagine their reactions.

Try to find how your close friends or relatives did it.
