It sounds like Point No. 4 is designed to require that the contract between the subcontractor and contractor refer to the requirements in the original contract and adopt them.

I would also search the rest of the contract to see if it defines or clarifies the term "equal principle."

The requirements for the contractor to furnish for the Work Order of work under subcontract (meaning 2nd contractor) shall be referred to the terms and conditions of the Contract to Build a Structure and adopt the principles of equity /standard. something to that effect.

Requirements for subcontracted work shall be in accordance with the principal contract both in terms of adoption and principle. (See No.3 above)
