In yahoo search type wallpaper, click images and search - some great ones come up.
Or type the name of the celeb into the image search, click search and when all the images come up click on the wallpaper size at top right of window - this will then only show images large enough to be wallpaper.
When you see an image you want click on it, then click view image to see it larger. If you want it right click with mouse button and choose either 'set as background' or 'save as...' which you could then set as your desktop image via control panel as usual.

Desktop Backgrounds are just images, What I usually do is go to http://images.google.com search for something and choose large images. Then I just save the picture and use it as a desktop background

If you know who you are looking for, check the offical sites. A lot of them have free wallpaper to download. They don't always do the really big sizes though.
Don't know of a general site I'm afraid.
