There is always the possibility that the person in question is innocent and images of their face may well destroy an innocent persons life for years to come just by remembering their face (jobs,police recognition,street encounters) especially in rape or murder cases can totally destroy a good persons reputation as most people believe what they see on tv and retractions of guilty status are usually not newsworthy and almost never are seen, also some doubt will always remain, such as the O.J. Simpson case.

So that the people watching the t.v should not see the culprit because i think if the people see his face they will try to harm the culprit in any way

even though caught for a crime,there is always a chance that the person that after completing his punishment he would like to start a fresh life.
this is not possible if his face is shown on t.v.
people may recognise the person and wont give him a second chance

Well because he is considered innocent till he is proved guilty in court. If his face was shown and he was prved to be innocent, then people in the society wont let him have a decent life even if he was proven innocent.

innocent before proved guilty if he is plus like the cops TV show you have to sigh a waiver to have your face on TV that way they don't get sued for it and the justice system lose because of a technicality

well, put urself there. what happens after ur free. if the nation knows ur face, u'll be an outcast, no one will talk 2 u, ur life will be ruined. they cover their face just to make sure that if they get out of the hands of the judiciary, the people won't know who to run after
