I am searching for a service or website that can do a detailed search of an IP address that includes physical address and location, name of owner. As much identifying information as possible.

Try a whois. Although not very informative or accurate most of the times, yow may just be lucky and find the address of the IP (or atleast the DNS servers of the network) by doing a whois.

If such a website is available, no one's IP address would be safe. There is enough spam in the world without people being able to find the information you want. And www.whois.net will give you domain information, not IP ownership.

you will hit upon the IP handle truthfully from an e mail - only seem on the e mail "headers". even however, this won't help you hit upon the guy who sent the emails - only possibly what city they are from - and what ISP they use.

you can try and do ping to the hostname you like:
for example:
