"has an impact". "Impact" is a noun, "an" (or "the") is the correct article to modify it.
"has impact" sounds like a clunky, and wrong, attempt to turn it into a verb.

"Has an impact" would be traditionally correct since the word impact is a noun or a verb but isn't an adjective.

To have an impact is a dental disposition; you would need the helping verb "had" for "has had an impact".

A punch to the stomach has impact on it's victim

In that usage, has an impact sounds better.

If it is used as a transitive verb or a noun, it should be "have AN impact", often followed by "on ______".
