Since you already have a problem, I will tell you what I would do.

Put them in a sink of tepid water with some liquid softener dissolved in it, you can even use a cap full of hair softener should you not have a bottle of liquid laundry softener. Soak them until they are really soaked. An hour or so. You want all of the fibers sopping wet. Gently wring them out and lay them on a beach towel and roll up to dry them more gently while twisting .

Take another beach towel on the table and lay them out to stretch them, sideways and lengthwise. Pull gently sideways top to bottom of both legs. Then pull the length the same way and let dry flat. Cotton fibers will usually stretch back out.

You might pull them on wet to see if they need more stretching to fit.

Good Luck.

My favorite way to get back the length of cottonish items is to hang them upsidedown and let them drip dry. If this doesn't give enough length, put soup cans in pockets for added stretch, (or any method that offers stretch). If width is the problem, putting them on damp ewwwww, and let them dry on you.

I'm pretty sure that once they're shrunken, that's it. You need new trousers.
