We've removed the surface mildew, however black splotchy stains still remain.

Are you saying "mold"? Use pure Clorox and then go back over the area with warm soap and water. If that doesn't work, then you will need to replace the linoleum because the stain/mold spores have embedded it self into the foam under lining of the linoleum.

Your best bet would be to remove the linoleum and replace it. Why, because black mold CAN cause illness and some times death, by inhaling the mold spores.

If you have washed the surface with bleach and it doesn't come out, it may be coming up through the linoleum from the underlying floor.

Is it in the basement where you could be getting ground water or is it in a bathroom or a kitchen where you could have a leak of some sort?? Just things to think about.

Mix a paste of baking soda and water and gently rub into surface starting from outside inwards, keep repeating wiping with a clean cloth in between applications.
