I can explain it in 4 ways
the Religious one, the philosophical one, the Psychological one, and Personally
Religiously, God is what a religion holds highest. It is supposed to be the Alpha and Omega ( Beginning and End ) It was always there and will always be there watching over us for all time until it decides to being us closer to him. Some people lose "Faith" and start to believe he is not there because God doesn't just DO what you ask him to. Everything is made into an elaborate plan by God to make you realize your rights, wrongs, and even feel remorsefull.
The Philosophical one is, A Being beyond our mental grasp. We probably couldn't hear It's voice since it is on a higher Existence plain, We can't recognize it's shape since it is shapeless and emotionless. Its something that cannot be talked about without having to refer to things that help validate its existance. One would have to talk about the trees, the sun, and the moon and even that wouldn't be enough.
Psychologically, we humans need to feel safe even when the world is Random. For example, A care accident claims the lives of 3 people in the car. Two adults and One child, another child was in the car too but survived with no scratches. A ordinary person would say "Well God was watching over the last one alive." It's our Ego putting up a front based loosely on what the ID cannot figure out. Minds need to be put at rest when at worry so GOD is like a parent that watches over us for all time, and when we die it takes us up into its arms in a warm light that surrounds us. That is comforting to the mind and it puts our thoughts to rest.
Personally, I don't believe in a GOD in any sense of the word. I believe in energy, not like nuclear, like intangible energy that surrounds us and guides us to go through our life. In our short time here on the planet, I feel we are thrown into chaos and we have to learn to come out of it alone. Aknowledging that there is something higher but not trying to put a face or a personallity on it just for the sake of our sanity.

God is a myth, a hoax and a blasphemy. If he can see and hear everything we do and say, then why is the world getting worse day after day? Either he is absolutely powerless to react to worldly changes or he simply doesn't exist. I believe in the latter,
We are not god's creation but it's the other way round. God is man's creation.
The word "God" is a very obscure and misleading term. I don't see god as a "being". If I have to interpret the meaning of god, I'd say god is a "creation" itself, the entire universe but NOT a creator as in a being.

God is probably a concept that can never be proven - at least not by logic. God is like infinity - something you can and cannot grasp at the same time. God can even be contradiction incarnate - a being of both good and evil, light and darkness, etc.. In the end, God is an object of faith; and faith is a human concept - a very personal one. So in the end, God is whatever your faith defines it/him/her to be. The concept in not something universal - at least not yet. Whether it will be is open to argument.
As a side note, I would also like to clarify that "God" as discussed above is meant to be generic, and is not meant to mean "Judeo-Christian God" or "Catholic God" (which are more specific concepts/embodiments).

It's up to you, people find comfort in thinking that God is watching and if you are 'good' there will be an eternal heaven after death where you will meet dead loved ones. Personally I can't see this, but this is a personal choice and whatever you believe, that's fine.

I've read all the answers before mine and can tell you that some of them are completely wrong, some of them are partially wrong, and those that are completely correct are not complete answers. Mine also will not be complete but it is completely correct. It will be up to you what you do with it. "What or who is God?" is answerable in many different ways. Many religions have different answers but even within each individual religion (including Christianity) there is not a single answer. I will use the Christian Bible because I can't describe all religions and I also am a Christian. In the Bible, God himself said, "I am that (the) I am." On its face this states that God is infinity. He is past, present, and future. He is now. Do you know what "now" is? It's infinity. It's always "now". It will always BE "now". You will never be able to say, "It is before" nor "It is later". It is ALWAYS "NOW". The Bible says that man, we, are created in God's image. Therefore you only exist NOW. You cannot exist later and you don't exist before. You DID exist when before was now but now it's now and before has past. You can hope to exist later when it becomes now but you don't until later is now at which point it is no longer later therefore you, like God, are NOW. Well. . . wait a minute! Didn't I just say that Now is infinity? Then how can we, people, be infinity if we die? Well, now. . . The Bible doesn't say God made man in his PHYSICAL image. And there is a part of us that the Bible says lives forever. . . Therefore in order to be "forever". . . "now". . . like God, we must have been made in His SPIRITUAL image. This would be where one should look to see God face to face. Your heart (not the heart that beats and pumps physical blood, but the heart that loves and feels and is the true you) is visible to God. He can see what you do in your heart, He can hear what your heart says, and He can feel what your heart feels (thinks). This is the nature of our spiritual selves. But do not dispair and think there is someone who has abilities you don't for you can see, hear, and feel the heart of God as well. It's there in the mountains and sky, the birds that fly, the fish that swim, and the deer that roam. The spirit of God is in the laughing creek and the snow that falls. His anger is in the hurricane and his tenderness is in the face of a tender babe at rest. But more than this his heart is within you, as it is with us all. Phychology tries to explain it away with words such as conscience, id, ego, superego, etc. But whatever men do to deny God, do not take part in. When you have a choice between right and wrong, good and bad, tenderness and harshness. . . it is God who speaks to you and the result of not following his Fatherly wishes that, like children disobeying their earthly parents, that brings guilt. Opening your spirit and exploring your inner possibilities let's you hear him clearer. Finally, and most importantly, know that the spiritual creation inside you allows you to know EVERYONE'S heart, if you only build it. There are spirits that encourage bad as well as good. Go forth now, with a newly found spiritual self, and choose good, look for good, and encourage good. But most importantly, do it NOW. . . for that is where, what, and who you are. . . just like God.

Welcome to the club of ppl who question existence of God.
well i am not a religious maniac, but to me god has been a creation of humans to increase good behavior and lower the bad ones.
but most of all its a way to feel less threatened and more comfortable in the so uncertain and hard world.
so if you would take my advise, just think of god as a teddy bear that u mite have had when you were kid. Its there to help you get through the bad dreams and make you feel comfortable and secure.
there are others who accept god as a almighty powerful being and i guess they also have a point, but i fail to believe that.
God as i see is something we want, like and need to help us get through our lifetime and thats all God is I guess.

A question "WHAT IS GOD?" might sound like you are asking about a thing that never matters.
Therefore, the correct question, I suggest, is WHO IS GOD?, and for you to know his name is not "GOD" because it is not a name, it is just a "title". Like the words "King", "Master", "Prince", they are not names, but they are what we called "Titles"
Therefore, "GOD" has a real name. And as of what i have been told and taught, God's name is ----"Jehovah". ----- I do not want to believe but it seemed like there were many evidences shown.....
May you have peace with the true God....
