Why is it that Taiwan's sewage system cannot process paper, and people have to put the used toilet paper in a bin/can beside the toilet?

I have lived in Taiwan for more than six years, and nearly all of the public toilets have bins/can for this paper. Do you use public toilets?

There are two reasons why you have to use a small garbage can for toilet paper.

1. Because the pipes for most of the septic systems are very small and very old (thus filled with lots of old, well, crap!), and just can't handle very big loads of... "stuff" unless it's maleble...

2. It's just a habit that takes a long time to disapear, like the popularity of the squat, or Japanese style toilets. Like the squat toilets, as older people decline in numbers, the popularity of the toilet paper can will go away as old buildings are torn down and newer ones replace them.

I understand your feelings, I far prefer the industrial strength of US toilets!!

Where did you get that idea? I lived in Taiwan for 6 years and didn't have to do that.

Probably some people have acquired that habit from using squat toilets.

Dunno, but my guess would be thinner pipes (maybe to save money). Everything's smaller here. It may also just be habit.
I don't do it in my own bathroom though. Disgusting!
