The Perry Castaneda Map Collection at http://www.lib.utexas.edu/maps/ has maps of every country, and almost certainly has at least one showing provincial boundaries, at least for those countries that have provinces.

...or states or departments or counties or whatever they call their internal administrative divisions.

For example, the Lithuania map at PCL shows the borders of all of its internal provinces (which are called counties).
