It is RF (Radio Frequency) waves, a form of electromagnetic radiation. The important aspect of the cell-phone radiation is the SAR - Specific Absorption Rate, the amount of RF energy basorbed by the human body. The FCC (Federal Communications Commision) has capped the SAR level for a phone to be 1.6 Watts per Kg, the European level is capped at 2 Watts per Kg.
