I arrange accomodations for groups of people (30+ people groups) coming from other states into Melbourne for convention goers. At the lower price range, I went and checked out several backpackers place because if you're in a big group, you can arrange to get several dorm rooms for just your group (doesn't have to share with strangers).
I went and visited some of these backpackers to make sure that they have good security and hygiene for the price paid, and I can confidently recommend Victoria Hall. The only drawback of this hostel is that they don't consolidate your parking fee (so if you're driving in, you'll have to pay daily parking fee on the parking lot across from the hostel, $6/day). They are also always heavily booked during school holidays as some of Melbourne's top high schools has annual booking for school excursions with them.
The YHA backpackers are good, although they're slightly out of the way (not in the city centre, however public transport is available within walking distance). You have to read the fee schedule carefully as non-members will have to pay more than YHA members.
I've heard good things about Melbourne International Backpackers, however I have never actually inspected their rooms. On the day I did my inspections the reception were too busy to give me assistance.
There are plenty other backpackers in Melbourne, but they were crossed out of the list mostly because their rooms aren't very clean or their security is not up to standard. I required at least a keycard-accessible and/or monitored entrance from the reception to the rooms, then lockable rooms with secured storage facility somewhere in the hostel, no strong odours on carpets and rooms with heating available for winter season. I reinspect hostels around Melbourne metro every two years to see if there are improvements or new hostels that's good. This coming August will be time for another inspection.

Melbourne is a big place and it will depend on how cheap is cheap. Do you all want to be in the same rooms or just the same place? I can recommend some of the self contained vans you can book at camping grounds but June can be pretty cool at that time of year. Really low budget are the Youth Hostels (YHA) or Backbackers. Try their websites.

Check out last minute and wotif, they'll give you an idea of what's around.
Most places are covered by tram, I'd go for places that aren't in the city directly, that should save a little - and definately stay out of places like South Yarra and Southbank - they'll just add on prices for the fact they're posher suburbs.
If you want to check out where the hotel is in relation to transport or where you need to go, I've put in a handy website that you can use called whereis. (It's all over Australia too!)

You might also try TakeABreak as they list a much wider range than wotif/lastminute etc. You can search for properties that accommodate groups of 10 or more, they have lots of self contained accommodation - apartments/houses etc that may suit
