The second rainbow is a reflection of the first. Next time notice the rainbow colors on the reflected rainbow will be opposite the other.

A rainbow occurs when sunlight is reflected back at you from spherical rain drops. There are two paths that light can take through the drop and each comes out at a different angle. The inner bow comes from a single reflection. The outer bow which is usually dimmer and therefore rarer comes from two internal reflections.

rainbows are formed as result of penetration of sun rays thro droplets of water or mist , it depends the formation of these droplets on the horizon, or could be the refloection to your eyes equal to mirage in desert
