i need to know the band and song?

ok, i know this is vauge but a video came out a couple months ago i dig the jam, but i forget thier name and the title... the video looks like its set in mexico and its some dark evil icecream truck guy handing out icecream that make people cry black??? hahathe band members' faces are mostly hidden by their hair, the singer has a high voice, ring anybells?
