For Windows XP you can try doing a System File Check. You'll need your install disk. If any missing or damaged files are detected they will be replaced. Click start > run > type in "sfc /scannow" > OK (no quotes and note the space between sfc and /scannow.) The scan could take an hour or more so make sure you let it run all the way through.

If that doesn't work you can try a Repair Install. You won't change any personal settings or installed programs, you'll just overwrite the existing XP with a fresh copy from the install disk. When the Repair Install is finished you'll have to visit the Windows Update site to reinstall any patches, hotfixes, updates, etc. that came out after your install disk was made, including SP2 if it's not on the disk. This link will give you instructions and actual screenshots of what you will see. I selected XP Pro but the steps are the same for XP Home.

If you're running something other than XP, this link will give you instructions and screenshots for other Windows OS:

And if a Repair Install doesn't fix the problem, you'll probably have to do a reformat (wipe everything off the hard drive) and reinstall. The link to windowsreinstall.com can walk you through that as well.

If you know what file you have deleted then booting the system through CD in command prompt copy this file from a cd / floppy back onto your computer. If this is not possible then also boot through CD in command mode and take backups of all your files and if there are so many files then remove your hard disk and connect it as a secondary drive to another computer and take the backup. After that format your PC and load the operating system afresh and everthing would be fine. All the best.
