A good cell phone provider is an ambigious question. If you mean which cell phone is the best then I would suggest you NOKIA because it is more rugged and durable than other phone. If you mean a cell phone connection provider then you have to enquire in your area about how many connection providers are available and how best is there tower coverage ( that is how many areas are covered) and what are the charges like , are there any hidden costs, and how is the response time in getting call ( all lines in this route are busy) all these things have to be carefully analysed by you and then you will get your answer. Well you would need to go to the major providers websites and put in your address to see what kind of coverage that you have. T-mobile is a very good provider, and very good plans. But regardless which carrier it will depend on were you live and the coverage that provider carries in your area.

It really depends on your city. Ask your friends that live and work near you. I have sprint and I am very happy with it, but I am in Portland, someone in another city may have a different opinion of sprint.
